It is only available in Canada for iOS /Only/. Of course there are ways to be part of the beta even though you are not in Canada. This site: https://www.brawlerspedia.com/guide/how-to-download-brawl-stars tells exactly how to do it. You still need an iOS device though. If you don't have, then unfortunately, you can't play Brawl Stars at this moment.
